Section 1. Assignment & Decision Context

Purpose: To establish why the move exists and what cannot fail.

Which decisions are already fixed, and which remain flexible?

What is driving the relocation decision (project requirement, staffing gap, regulatory need, other)?

What outcomes must this relocation support for the organization to consider it successful?

What is the anticipated duration and criticality of the assignment?

This prevents false urgency and hidden immovables.

Section 2. Timing & Sequencing Constraints

Purpose: surface schedule fragility early.

What timelines are being assumed, and what are they dependent on?

Which milestones are externally constrained (permits, start dates, regulatory approvals)?

What decisions must be resolved before relocation can proceed safely?

What happens if timelines shift — operationally or financially?

This is where many relocations quietly break.

Section 3. Policy & Governance Alignment

Purpose: expose misalignment between policy and reality.

What internal policies currently govern relocation decisions?

Were these policies designed for this type of assignment and location?

Where are exceptions likely to be required?

Who has authority to approve deviations if conditions change?

Section 5. Location & Housing Feasibility

Purpose: treat geography as an operational constraint.

What assumptions are being made about housing availability and timing?

Is temporary accommodation anticipated, and for how long?

What tradeoffs exist between location, commute feasibility, and readiness?

What happens if preferred options are unavailable on arrival?

Section 6. Family & Human Readiness Factors

Purpose: surface non-logistical deal-breakers early.

Are there family, caregiving, schooling, or employment considerations tied to the move?

What dependencies exist beyond housing?

What factors could delay stabilization post-arrival?

What conditions would make continuation of the assignment difficult?

This is risk discovery, not counselling.

Section 7. Regulatory & Jurisdictional Considerations

Purpose: prevent compliance-driven surprises.

Are there licensing, credentialing, or jurisdictional approvals required?

What timelines or uncertainties exist around these requirements?

How do regulatory constraints interact with start dates or housing access?

Are there location-specific issues (for example, BC and regulated professions) that need special handling?

Purpose: assess resilience, not optimism.

What are the most likely points of escalation?

How are unexpected issues typically handled?

Who becomes involved when assumptions fail?

What decisions would need to be revisited if conditions change?
